Why aren't the parents being arrested for this?

Having been a postman I find the situation intolerable. Not only that, but postmen and women have been terrorised for years doing deliveries, not just stupid children, but uncontrolled dogs and other animals. I have been badly bitten eleven times and in nearly every event, the owners said that their dogs wouldn't hurt anyone, and it must be my fault. I take my hat off to the post office management for stopping deliveries!
