Why is out of bounds not out of bounds in AFL?

I was wondering this when I was watching the dockers vs. fitzroy game. Technically I think if the ball is outside the boundary line when the umpire calls play on then it is out and there should be a ball up. It is probably not happening because of misinterpretations made by the umpires and the rule should be clarified.
