Ok so I have two fish in my fish tank one seems to be sad or week looks like it might be dieing?

the fish lays at the bottom of the tank. today i looked at it and it was on it its side breathing heavy the other fish keeps hoover over the week fish and nudging it looks like its trying to help or confort it! Is my fish dying?
