Very tiny red orangish flying bugs?

I was outside, sitting by a picnic table and I noticed these tiny, almost too small to see, bugs swarming around my head. I look down at my shirt and they are ALL over my shirt! I freak out because I hate bugs, and jump up and they follow me, still swarming around my head. I'm trying to brush them all off my shirt but they keep reappearing. Its really discusting, but I could feel them flying up my nose. I didn't notice them on my skin, just mostly my shirt. I immediately went inside and took a shower because I absolutely hate any type of bug. Does anyone have any idea what type of bug this might be? Tiny, the size of a flea, flying, and redish orange?
